Nice look. looks like the colour of trans neutral Latex - but it folds and falls like soft PVC - also it seems to be stitched not glued right down to a neatly pressed hemline at the bottom..
I know neither of these things alone prove PVC - but it reminds me of one of the 'Weather Vain' designs from the 80's or 90's. (Are they still going??? Used to be in Sandycombe Rd West London.)
