Apparently, this is called a yoke. A pillory is a yoke on a base fixed to the floor. Stock seems to be another word for pillory.

I always confuse these terms...

One of my ideas was a pillory with a telescopic stick behind, which is mounted to the floor through a hinge joint, so a person locked in the pillory will be impaled on the stick, that will follow all moves and wiggles. In this position it should be relatively save and entertaining.
