It fits very tight, but the problem is with the nose holes. The placement and the distance between them are not correct, so breathing is very restricted. Any additional device (e.g. gag) leads to further displacement of the holes, completely blocking the airflow.

Probably, the condom can be used for a decently sized cock. Could not prove or disprove this statement so far ;-)
