Hardware shops can open and repairmen can visit your house in an emergency (exempt from the 'no meetings of over two people' rule). Don't think the edge-of-town big-box stores are open though.

I have three items I ordered from China, only one showed up, and was a week or so ago.
Everything else is tied up.

Here in Pennsylvania it's been a lockdown, stay at home for about a week now. Living alone makes it easy to stock up on supplies so I haven't been out in public in 2 weeks. I'm Oregon too but I am in construction and it is still considered an essential trade so I still have my guys working. We are in a rural area so keeping separation is easy.
