I had to LOL at the first 'Ugly Betty' clip, I have a bright pink rubber leotard and pencil skirt outfit that makes me walk just like that.

The leotard permanently stained the white rubber dress I hung it next to in my 'fetish' wardrobe but that's another story...

Neither, it's rubber. It was made by 'Skin Two' about ten years ago:
