I've got a similar pair in blue (CdR Uppsala).

Nice! There are two versions:

with long sleeves
with no sleeves

And four colours: black, blue, purple, silver.

The size is a bit tight.

Annoyingly they are not doing the 3XL that I have in their "normal" fabric.  😟
They look neoprene in the linked product shots, but when you look further down the page they just appear to be coated lycra??

Alos they offer images of front and rear zip for the sleveless, but no actual way to order rear zip in the ordering info!

I jumped and ordered a long sleeve XXL version. They are coated lycra, not neoprene, but with very little stretch. This is fine as long as you are a slim woman with a not very long torso and no upper arm strength.

I couldn't get my arms in to the sleeves, let alone pull the shoulders up over mine.

I suspect with this material, I would need a 4xl - but they don't do one.

Ah well, another fantasy dashed.

I really wish I knew what fabric this was.  Hours upon hours of searching the blend and various names that I could think of net me nothing.

Surely someone has figured out what this fabric is and where to get it from?!
