So far as I know Federation uniform can be modified at a Commanding Officer's whim (for example, Ro Laren and Kira Nerys's ear-rings or Worf's baldric), As this uniform seems to be that of a Lieutenant Commander at the least (a LC would very likely be a First Officer) I think they're probably far enough up the tree to be allowed a bit of leeway...(geek mode off).
