Those look like fun. Think I've seen them on fetlife. They're balletheels with the heel removed, wood added to make the sole stiffer and set in epoxy to make the hooves. Shouldn't be too hard to make them yourself.

Shoes rather than boots but here's a test run for my next cosplay (the tights are just to test how they look, the real costume will be latex).
