Ok, I think I know how to build one.

The girl is standing on a platform in front of a pole or post.
The two arms that hold the two spools of fabric could be threaded, so as the fabric is unwound, the spools would creep toward the top.

The base, seems simple, but if the motor and arms spin at the bottom, then what is supporting the base?

Maybe the motor assembly is on the top, and the base is nothing but a base with a hollow bearing assembly.

Hmmm.......
