Keep adding new certs, stay online, and approve connections.

Also, there might be a connectivity problem. 0 peers online is suspicious.

I went through the RetroShare certs thread from the beginning and added literally every Tor/Darknet cert, and have approved every connection request that came in. I've also left the PC this is running on up for the last 4-5 days.

I'm in Eastern US time and there was nobody online after about ... 10:00-ish or so PM last night? There were 5 friends connected when I checked on it mid-afternoon today.

Aha, so at least it works! I would also suggest to add friends from RS key exchange and /hypno/ forums (post your cert only in the dedicated /hypno/ thread, otherwise you will be banned).

Yes, and I can exchange files, too.  It works *somewhat*, which is the puzzling bit. If it didn't work at all, the puzzle would be easier to solve.
