Specifically referring to the skin colored suit that kigus wear, it's called a hadatai. It is a normal customization to order the hadatai with the inner vest that gives the breasts definition.

The picture of the blue suit with the defined breasts might be available from the same vendors that make the hadatai. Here are a couple of links to hadatai (and other misc fun stuff) vendors:
