Here's a clip from 1988 of Janet Street Porter (at the time I think she was Head of BBC Yoof Programming, later to be editor of 'The Independent', long-distance walker and all-round existentialist) in a rubber miniskirt and semi-sheer black tights.
Sadly it doesn't include the bit where Russell Harty (seated to her right) mentions her 'plastic' skirt and she says 'Nahhhh, it's rubber'.
