The letters look like BJ-749 indeed!

I still think the pic would work better with a generic blank face.

Probably, the idea is to make "him" less scary to the general public? But I agree, a blank face can "work" much better.

The artist's notes say '[this is] SN-BJ-749...It's more the Doctor using BJ as a test subject for advances in the nanites that comprise the steri-skin.'
