It definitely wasn't rubber or even PVC in the 'imitation leather' sense. It seems to have been a not-very-stretchy polyester/lycra mix.

There's also a question of whether the infamous cameltoe shot is photoshopped. I think it is, there are higher-res versions of the same shot without it.

   

Sarah Harding of Girls Aloud wore an incredibly well-fitting red catsuit (albeit sleeveless) that was rubber but was often referred to as PVC (and sometimes as both in the same article!)
