Other users have experienced something similar:

They provided some explanations:

And a file to replace your old Tor.exe, with a functional one:

So far, it seems to be working, but I am paranoid about computer viruses and such, so please be careful. <3

Thank you - this worked. Now just to find someone online again...

if anyone prefers to download tor.exe from 'legit' source. google and download the tor browser. install. find the folder with tor.exe and replace it with the one in retroshare.

The problem is that the tor version being used by retroShare has been sunsetted.  You need to update your tor.exe file.  I found an updated one at the following site.  https://dist.torproject.org/torbrowser/15.0.26/

Scroll down towards the bottom and download the appropriate "tor-expert-bundle-windows....tar.gz" file.  This will also download an executable for the tor browser but you don't need that.  Decompress the downloaded file.  Go inside the decompressed folder and go inside the "tor" folder.  This folder should contain the files tor.exe and tor-gencert.exe.  I copied both of these into the retroShare->tor folder and it seems to work.  I don't know if you really need to update the tor-gencert.exe file but it didn't hurt.
On Linux RS is still working normally with the built-in Tor.
