It's clear what Putin is wanting - the Soviet Union back. Russian soldiers prevent evacuation of people from Mariupol (they just shoot them) in the Ukraine direction. Instead, they take them to Russia, confiscate their Ukrainian passports, and send them to a kind of concentration camps.
