so i haven't found that file specifically yet but it sounds like Neural Nets and Pretty Patterns aka minderaser. The sort of general vibe matches his files and i think the voice matches although it is definitely an older piece.

I'm not familiar with that file but was my first thought as well...  though, I think it may be a bit newer than the old NN files, the audio quality is much better. Some of the fem. voice text (not the recording) is from the old NN files.
