If it is something you have to insert, it kind of defeats its purpose.

Yea, I figured that as much.
Guys can wear a true belt or a cage.
But females can only wear a belt.

With being said, an insertable device that can be locked inside a woman but prevents a male penis from penetrating serves the same purpose as an external belt with a shield over the vagina. Am I correct?

Sounds like the same idea as a locking butt-plug.

There are other possibilities, if you allow piercings, although, if I were a woman, I might not be very much in favour of it. But then, I don't have any, and I won't have any if I have a say in it.
