Unfortunately these poor european women are probably involved in some type of slave trade function. Probably being forced to pose at gunpoint.

I'm watching a great series from 1990 called Twin Peaks and there's this great scene of Audrey Horne (played by Sherilyn Fenn) putting on her heel before going to class. You can't really make out the pantyhose in the gif but the video will clarify.
