Has anyone tried wearing gags (like panel gags, although I could see ball gags working as well) under a mouthless spandex/lycra hood? Does drool become much of an issue, particularly with spotting around the chin and mouth area?

I did. I even bought a latex panel penis shaped gag for wearing under pantyhose or lycra hoods. To prevent drooling the panel must almost hermetically cover the bottom part of your face, what is usually not the case. Or you have to adjust you head position to minimize drooling, or you must be able to close you mouth/lips around the gag.
Still the best gag (also drooling-prevention-wise) is a pantyhose ball in a condom. (See "Pantyhose hood with gag")
