definately cuffs!!

But I have seen boots that get bolted to bars/4x4" timber etc, but screwing down under the insole of the footwear and then replading it..
Granted they tend to be more "heavy duty" footwear, rather than delicate high heels etc
Think biker or construction boots as these often have some rigid structure in teh sole meaning the fixings wont just pull through
