Suspension like this with venus 2000 or similar is definitely on my list of things to do though I would prefer something more rigid than this.  I'm not really sure exactly how I would build such a thing yet but I've considered using wood, extruded aluminum or structural iron pipe / fittings.

You would need to build it out of proper constructional timber like I used for my chair. Bolt it properly and then attach a point on the top to suspend it from.

Would be good if it could be paired with an electric winch on a timer so it would pull it up and lower it at set times.

I was thinking about a winch too.  Perhaps a stepper motor winch.  Not sure if such a thing exists, might have to build that.  Alternatively, I myself would consider using hydraulics or pneumatics as well.  Since I used to work as a machinist building those, I would feel far more comfortable with predicting failures in that type of hardware than in a winch of any kind.
