Rubber cement hand bondage technique?

Once upon a time, I read a fiction book that used some type of rubber cement to bind the hands, forcing the hand to be stuck in a fist shape (so essentially using it as bondage mitts). In the book, the rubber cement cured extremely quickly by submerging it in water. I'm not sure if there is any rubber cement in real life that cures with water, or that cures that quickly, or one that is non-toxic and safe to use on skin, but I'd love to find out if something like that did exist. I had wondered if caulk of some sort would work, but I didn't know enough about it to know if it would work or was safe. So this post is mainly to ask around to see if anything like that does exist and could be used for bondage or self bondage.

The passage comes from the Tennis Shoes Adventure Series book 4 (ironically enough). Here's a slightly annotated version of how it went:
“... the basin in the middle of the room – the one filled with the greenish-black muck. They forced me to dip both hands into the muck, halfway to my elbows”
“They quickly immersed [my fists] in the cool water of the neighboring basin. Instantly the sludge congealed into a hard, rubbery coating. I tried to move my fingers and thumb, but they were completely immobile. My hands had become useless stumps, encased in rubbery cement.”

I'd love to hear if anyone knows of anything that could possibly work, whether it be rubber cement, caulk, or something else. I don't expect it to work as fast as it did in the story, but I'd love to be pleasantly surprised.

P.S. I've also thought about trying something similar with gallium, with using cold water on the outside to cause it to freeze since it has such a high freezing point, but I haven't bought any gallium to try it (yet?). If anyone has experience with it, any info would be appreciated.

There are quick-setting cements, but plaster can also be used.
