I've also seen the complete hiding trick you describe done using superglue, it might look neat but I don't much fancy letting cyanoacrylate anywhere near my meat and two veg!
My plan is to anchor using the skin of the penis being stretched inside the groin and then with the chastity cage prevent the skin from unstretching and popping back out.
If you have a penis you can try this yourself. When flaccid push the penis into the groin and then while pressing down on the head try pushing the skin of the shaft inside. You can do it.
