When I was a kid (something around 12, I think) I tried something like that, but instead of a fragile latex balloon I took a big bag made from latex covered fibre-glass fabric. I was small and light (also self-bound & gagged and dressed in tights all over my body), but the water was so heavy and powerful, that I was easily turned almost upside-down. That was a scary moment...
