Probably with silicone sealant? See DIY butt-plug . At least it sticks to silicone (I fixed my double balloon enema nozzle (brdx) with the sealant.) Can't say about the reliability under tension, most likely it falls apart.

Not all swim caps are created equal - a zoggs cap similar to the one in your pictures worked well, producing an exquisitely tight garment. Speedo silicone caps split under the strain 😉
