In most cases (not all though) it's because of this; 

All pantyhose are made out of nylon, both the matte and the shiny ones.

However, a factor which makes this nylon shiny has to do with the way it's knit.

"Shiny" is basically the reflective effect of light hitting the nylon threads.
So, the ones which are shiny often feature a knit in which the nylon thread is flat; and this causes each of these miniscule threads to reflect light - and to our visual perception that is what makes an item look shiny. And because these threads are flat, they align together to form a smoother surface; et voila, smooth & shiny.

The matte effect is either because of the knit or because of the chemical treatment; the latter can be described as the way car headlight casings fog up over the years. Heat or a certain chemical treatment has a similar effect to nylon and plastics; on a microscopic level, it roughens the top surface, which eliminates the sheen.

We got ours during Christmas 2017 from El Corte Ingles at Avinguda Diagonal 471 - should be easy to spot on google maps. 

I know for sure it was there because we had dinner afterwards at the Cafe Europa just around the corner there (Avinguda Diagonal 469).

My wife teased me just after having finished the meal, saying "Don't forget your little shopping baggy my dear, or they will know you're a dirty little Lycra pervert"  lol.

I have seen them in several 'El Corte Ingles' shops in Madrid. The big one near Sol has them, but you may have to look around carefully, because they have many brands.
We first noticed them in the days that we still had some 'Satin the luxe' of Wolford. These are very expensive, and do not last very long at the toes, but they are beautiful and soft and shiny. Then we saw the Platino's in Madrid and they look nearly the same and feel very smooth. They are less expensive and last muuuuuuch longer. They are made of some type of lycra. After a while this type was harder to get. Probably because they lasted too long. I think the name was Fata something. They had them in a few different colours. When we finally wore one or two pairs out, they inspired me to start making my own. The most difficult part is to find very soft, very thin and nicely coloured stretchable lycra.
Calzedonia has more the knitwear type stuff. It is much thicker and not nearly as smooth and definitely not shiny. But they have very many colours. We have some, but nowadays we never use them.
