Did some research and supposedly it's from the german tv show "Hinter Gittern" ("Behind bars") (1997-2007).
406 episodes in total. Uff.
Did some more digging:
The first clip is supposedly from season 14, episode 14, but I can't find it anywhere aside from paid streaming sites (RTL+ online, Prime and Apple+, available probably in Germany only ... maybe Netherlands as well?)

The first clip is in fact from that exact episode. I found a slightly better source for it and tried to extract the bit you see above as good as possible. Unfortunately, I have no idea which episode the second clip might be from. If anyone else wants to have a go at finding it, there's a website called "s . to", where you can find the series using its German title.

Seems like chimera bondage shut down at some point last month. The site is completely gone, which is unfortunate. I missed the announcement and wasn't able to make a local copy of everything.
I asked a few days ago if I could buy the entire content archive, but I haven't gotten a response.
