Actually, no. This is a cartoon from the 40s, before cartoons became popular with kids due to TV re-airings. Before that, they were shown in theatres before the movies, made for adults.
That's why there's so much violence and adult jokes in them. They weren't intended for kids, it just so happens that they're tame enough that kids could enjoy them too.

When I was a kid (5 or 6) I distinctly recall becoming aroused by this bondage scene from "Popeye". By that age, I had already figured-out why. I have edited this clip down to just the significant parts:
I found the idea of a booby-trapped coat to be quite intriguing. I still see this as a great premise for a bondage fantasy. For example, instead of fur, how about a long leather coat, that traps the wearer in a securely-locked, neck-to-ankle, "Venus" corset, of leather or rubber.
On that note, I couldn't resist making Olive's bondage look more like leather or rubber, complete with a slave collar and ballet boots. Such boots would have kept her from running-off the way that she did. :

I was 6 and mom said if I was going out to play in the field nearby playing with a few friends not to get my last pair of good pants dirty as she was doing the weekly laundry and I was due to go out to a Cinderella pantomime with my aunt Eileen and my 3 male cousins. Of course I fell into a mud puddle and felt the wrath of my mom when she saw the state I was in. She said "Well you will have to wear these and a long coat over you to hide the legs" She was holding out in front of me a pair of my sisters white ribbed school girl tights.
