I thought at first it was his vinyl top that was locked but now I look at it again I think it's the kig suit.

Yes, I think you're right! I've also seen a kig suit locked with a combination padlock, that might make things even more tricky.

I just realised this EVA costume is a leotard and tights rather than a catsuit, much better!
